    Volvo Trucks North America customer Fleetmaster Express, a for-hire logistics carrier, has ordered 10 Volvo VNR Electrics to support supply chain sustainability efforts for Ball Corporation, a leading global provider of infinitely recyclable aluminum beverage packaging. Fleetmaster Express will begin operating its first two battery-electric trucks in Q2 2022, making them the first Volvo VNR Electric trucks to operate in Texas. The eight additional Volvo VNR Electrics will be delivered in early 2023. The announcement was made at a media event hosted by Fleetmaster Express and Ball Corporation at AT&T Stadium in Arlington, Texas, on Monday, May 23.

    The Volvo Group recently announced that Gary McCartney has been named Senior Vice President and Chief Financial Officer (CFO) for Volvo Trucks North America and Mack Trucks.  McCartney had served since 2014 as Global CFO and Senior Vice President, Finance for Volvo Financial Services (VFS), prior to which he spent four years as CFO for VFS Americas, three years as President of VFS Canada, and more than six years as CFO for VFS Canada.

    Saying it has “concerns about the number of CMV [commercial motor vehicle] crashes and fatalities traveling at high speeds,” the Federal Motor Carrier Safety Administration (FMCSA) is proposing a new rule to mandate speed limiters on new commercial trucks. 

    In its “Speed Limiters Notice of Intent,” the FMCSA noted that 20% of fatal crashes involving a CMV happen in areas with posted speed limits of 70 mph or higher. FMCSA said, “The rule will help reduce crashes and save lives on our nation’s roadways.”

    For the first time in the last twenty years, the Environmental Protection Agency (EPA) is proposing new rules limiting heavy-duty truck nitrogen oxide (NOx) emissions. NOx emissions include nitric oxide, nitrogen dioxide, and other tailpipe pollutants.

    Industry leaders and engine manufacturers, however, believe the new rules would essentially make diesel engines obsolete.

    Recent changes in the Federal Motor Carrier Safety Administration’s (FMCSA) requirements for entry-level driver training (ELDT) have left fleets scrambling to understand and comply with the new regulations.

    The new rules make it necessary for those who train drivers, including Class A and B commercial driver’s licenses (CDLs), those going for a passenger, school bus, or hazardous materials endorsement, and those seeking to upgrade their CDLs, to meet minimum training standards. Training must also come from a registered institution.

    FMCSA announces its intent to proceed with a speed limiter rulemaking by preparing a supplemental notice of proposed rulemaking (SNPRM) to follow up on the National Highway Traffic Safety Administration’s (NHTSA) and FMCSA’s jointly issued September 7, 2016 notice of proposed rulemaking (NPRM) on this subject. The SNPRM will propose that motor carriers operating commercial motor vehicles (CMVs) in interstate commerce with a gross vehicle weight rating (GVWR) or gross vehicle weight (GVW) of 11,794 kilograms or more (26,001 pounds or more), whichever is greater, that are equipped with an electronic engine control unit (ECU) capable of governing the maximum speed be required to limit the CMV to a speed to be determined by the rulemaking and to maintain that ECU setting for the service life of the vehicle. With this notice of intent, FMCSA requests public comments and data regarding the adjustment or reprogramming of ECUs.
