    WASHINGTON – The U.S. Department of Transportation’s Federal Motor Carrier Safety Administration (FMCSA) today announced that it has awarded nearly $80 million in grants to states and educational institutions to enhance commercial motor vehicle (CMV) safety. Today’s awards represent the highest ever funding level for these critical safety grants.

    “These awards of nearly $80 million represent the highest funding level for these critical safety grants to enhance commercial motor vehicle and road safety,” said U.S. Transportation Secretary Elaine L. Chao.

    With a focus on driver requirements, the annual Roadcheck truck inspection blitz has now been rescheduled for Sept. 9-11, according to the Commercial Vehicle Safety Alliance (CVSA). Originally slated for May, the Roadcheck was postponed due to concerns regarding COVID-19. 

    Inspectors from the U.S., Canada and Mexico will be targeting mandatory driver documents such as licenses, record of duty status, periodic inspection reports, Medical Examiner’s Certificates and more during the three-day event.

    Hours-of-service (HOS) waivers for the delivery of groceries, paper products and other essential items have been reinstated by the Federal Motor Carrier Safety Administration (FMCSA) as of August 11.

    These waivers had been removed in June, but as the COVID-19 pandemic continues to plague many areas of the U.S., regulators once again will allow carriers to work under the exemption when moving essential cargo. The current exemption is now in effect until Sept. 14.

    Federal Motor Carrier Safety Administration (FMCSA) acting administrator Jim Mullen touched on a number of important trucking industry issues during a recent Virtual Safety and Security Meeting held with the Truckload Carriers Association (TCA). 

     One of the main issues discussed during the hour-long session with Mullen involved allegations that brokers are not being completely transparent when dealing with carriers. Specifically, they are accused of not providing the data which is required by FMCSA regulation 371.3.

    Today, the U.S. Small Business Administration announced the conclusion and success of the Economic Injury Disaster Loan (EIDL) Advance program, which provided U.S. small businesses, non-profits and agricultural businesses a total of $20 billion in emergency funding. In order to assist the greatest number of small businesses, the EIDL Advance provided $1,000 per employee up to a maximum of $10,000. Recipients did not have to be approved for a loan to receive the Advance, and the Advance provided an interim but vital source of funds while applicants awaited a decision on their loan application.

    The Commercial Vehicle Safety Alliance’s (CVSA) Brake Safety Week will proceed as scheduled, Aug. 23-29. Enforcement officials will inspect commercial motor vehicles throughout the week and vehicles found to have critical out-of-service brake violations, or other critical vehicle out-of-service inspection item violations, will be restricted from traveling until those violations are corrected. Vehicles that pass eligible inspections may receive a passed-inspection CVSA decal.

    The Commercial Vehicle Safety Alliance’s (CVSA) 2020 Operation Safe Driver Week will go on as scheduled, July 12-18. During this week-long traffic enforcement safety initiative, law enforcement personnel throughout North America will be looking for drivers who are engaging in unsafe driving behaviors on our roadways. Identified drivers will be pulled over by law enforcement and may be issued a warning or citation.
